A couple of things.
The guy in the bottom row has a folded piece of paper in front of him and not an
open exam sheet.
The calculators are on the desks in plain site suggesting they are allowed.
There is no spacing of students.
But the kicker and what makes this look like an OPEN NOTE test is multiple
students have notebooks or clusters of papers on the desktop or their laps.
The student in the first row provides the greatest evidence of this.
"Exam" not on desk in front of him. Yet he has the "exam" in
a cluster of papers on his lap.
This is an open note exam or not and exam at all.
