is it salt or acumulated small sea shell - i think its sometimes refered to as diatamacious earth

No it`s not. It`s sea-foam or meershaum (spelling?). Nothing really unusual about it.

from the kind of landscape it looks like a standard mediterranean beach, probably the picture was taken in Italy...maybe adriatic coast
