Someone should cut all the locks off, melt down the metal to make one giant

I just wonder if the city council wishes to leave all those locks there or if
they are going to take them away now and them.... consider that this picture is

Upon immediate notation to this strange phenomena is the rather obtruse garbage
container in the upper left corner of the photo.
